Google My Maps lets you create custom maps on top of Google Maps with markers, lines, shapes and up to several layers. You can import data from spreadsheets, KML or CSV and share or embed the map.
It is one of the easiest free map makers, but the Google basemap comes with Google's usage rules for screenshots and printed copies.
